A Symbol of National Identity and Architectural Heritage
Standing proudly in the heart of Old San Juan, El Capitolio de Puerto Rico is a cornerstone of the island’s civic and cultural identity. Designed in the Neoclassical Beaux-Arts tradition by Puerto Rican architect Rafael Carmoega, the Capitol was inaugurated in 1929, with its marble dome completed in 1961. Over the decades, the building has served as both the seat of legislative power and a national architectural treasure.
The Restoration Imperative
Years of exposure to tropical conditions had taken a toll on the dome. Structural degradation, moisture infiltration, and the deterioration of terra-cotta elements placed the building’s integrity—and its symbolic value—at risk.
In response, the Legislative Assembly of Puerto Rico entrusted PQC Architectural Studio LLC (PQCAS) with leading the dome’s restoration. This project represented a critical investment in preserving the island’s architectural heritage while ensuring the Capitol’s continued role as a symbol of democratic governance.
Architectural Precision Meets Innovation
PQCAS executed a comprehensive and conservation-driven restoration strategy, successfully merging historical accuracy with cutting-edge engineering. Key components of the work included:

Detailed masonry and terra-cotta assessments

Selective dismantling and reconstruction of damaged cornices

Use of Cintec stainless steel anchors embedded in Presstec® grout to strengthen the structure without compromising its original materials

Integration of best practices in historic preservation, seismic reinforcement, and materials conservation
This approach honored the integrity of the original construction while meeting modern standards for durability and safety.

Award-Winning Recognition
In 2025, the project earned First Place as an “Outstanding Project” from the Puerto Rico College of Engineers and Land Surveyors (CIAPR) and the American Concrete Institute (ACI) Puerto Rico Chapter.
This honor affirms not only the technical excellence of the restoration but also PQCAS’s position as a leader in heritage architecture and complex civic restoration projects.
